Without a picture, my guess would be either Pareidolia (which not only allows you to see Indian Head cents on top of wheat cents, but just about anything else you fancy seeing if you squint hard enough), or else a vise job. Neither adds any value to the coin.

While an IHC could have been used as a planchet, it's highly likely. In 1909, there would be a better chance for example a left over IHC was in with regular LWC planchet.

After 1909, it becomes very unlikely, unless done deliberately.

an IHC being used as a planchet for an LWC is very unlikely, though possible. We really need pics to say anything for sure.

@akkdayam as I said, just an educated guess based on knowledge of the minting process, the fact that there are two simple non-error explanations for this and no simple error explanations (only ones I can think of are astoundingly unlikely possibilities like what Spruett said), and a ton of experience seeing posts on this forum.

As I said, pictures still needed.

If they are squeezed together in a vise, then the devices that were added from another coin will be mirrored:

Also faked with soft dies that are not a full die design:

Sometimes they are altered on just one side. A clear give away that was faked. If it were a real double struck coin, both sides of the coin would be affected in the normal position of the dies.
