Well it might be a reed hit from a coin with reeds on the edge like a quarter. What ever it is it is PMD though.

It has taken a hit from something. Might never know exactly what but it doesn't really matter.
What matters is that it didn't happen during the striking of the coin so it is PMD.

Definitely damage, but this sorta looks like those ruffled collars we see on 17th Century coins.
