Also not sure if the notching in the date is from lighting but it doesn't look like it to me

Given the large number of scratches and contact marks in other areas, it's my belief it is just circulation damage,

It's odd in in the area and direction of Feeder Finger Damage but looks to be a plating bubble. Have you done the toothpick test to see if it will collapse?

Thanks halfamind. Maybe more photos will help. Lines are going through of America without affecting the devices like scratches would. Scratch near the s looks different that the main anomaly. I could be wrong but looks like it's on the die

Could be a plating bubble. I think PCGS labels plating bubbles. Probably because it's a defective die issue. I'm not sure
