1994 D penny shouldn't be replaced mint mark with the partial? one underneath the original

 to the CCF! The coin is showing a small bubble just under the layer of copper, not an RPM. The platting may have split just at the edge of the D, and that allowed moisture to get to the zinc core. This is called Zinc Rot and is considered Post Strike Damage.

Yes, split plating at the mint mark--not uncommon with zinc Lincoln cents.

Keep in mind that 1989 was the last year of the mint mark being hand punched into the die too. So you cannot have an RPM after 89.

It was in some thick numismatic old book I read some time ago. I am sure Google can locate the passage. I use this  because I am a woman participating in a mostly men's world here in CCF, and I get tired of being called a guy or gentleman here. By the way, my name is Leslie, nice to meet you.

From V V... "The last year possible for an RPM on a business strike dime, quarter or half is 1990." So I stand corrected, 89 is the last rpm for the cent and nickel, but I got it right for the dime, quarter and half. So we are both right and both wrong, although you were addressing rpm's for the cent you were correct. I thought the phase out in 1990 included all the coins.

Well, first off, I have heard the same thing but I know what I can put my hands on, as far as when they quit doing the mm by hand. The early 90's thing is kind of like the 96P WAM, I still look for it but will have to lay my hands on it first, or at least, see validation, before I truly believe.  As for you being in a mostly, "man's" world, pay that no mind. The first coin forum I was on had a woman that was better than most any person I've seen since, helping on the forefront. Much more level headed, inspirational and able to tackle most any question with the best forethought and tact out there. Very sharp too, as I have noticed you are.
