I would like to know if this coin is damaged or error. There are scratches that look like damage but at the same time some scratches look like it couldn't be done by damaging it. I would like to know anyones opinions about this coins.

It is only an error if it happens during the striking of the coin and there is no
way those scratches could have occurred at that time. PMD.

It looks like someone was trying to make a Hobo Quarter. Maybe a 'Steampunk' version of George or maybe just a COVID mask. They seem to have stopped short and returned the coin to circulation.
