Quarter 1995 Damage Or Error - Coin Community Forum

There are scratches that look like damage but at the same time some scratches look like it couldn't be done by damaging it. I would like to know anyones opinions about this coins. Maybe a 'Steampunk' version of George or maybe just a COVID mask. They seem to have stopped short and returned the coin to circulation.
