Damaged. Note the rim was in the correct spot, but now is moved. It is not a mint error.

Have we seen this coin before? Looks familiar.
I agree with coop, damage, not an error. There is nothing in the minting process that would result in this obverse and reverse damage.

Shear hit on the edge, which has grossly disturbed the rim.
= Post Mint Damage, unfortunately.
This coin would most probably be rejected by a coin sorting machine, or automatic teller machine, and that is probably how it was found.
