The first T in states has a second line of mental on top of the T, I don't see any other "doubling" so I wanna guess a long die chip?

Looks like a DieChip and yes, it's not considered a Cud.
As Spence stated, always add the date and denomination to the title.
This helps out in future searches.

@JimmyD, I usually post both side full shots, but once I thought about it I was like this can't really be anything other then a die chip, when I first saw it without a zoomed in shot I was like DD? Then after a closer look I realized it's nothing lol just a die chip so didn't think it made a difference what year it was because it's nothing special.

Speaking of die chips 2021 is going to be a bad year for them, a lot of the 2021 coins iv seen have a lot of die chips on them, the mint must be lowering standard to catch up on the low mintage because of covid.

Might be a gas bubble since it is a 1991.See if you can depress it.

Die chip or Gas bubble, dosnt really matter I have enough examples of both so this isn't a keeper to me, I think I'll separate all my zinc coins from the coppers.

Or slight split plating. If it presses down, then it is a bubble.
