The date tells it all. RPMs are not possible after 1989. What you have is Machine Doubling.

What you have is Die Deterioration Doubling very common on the 1999 Jefferson nickle. I have examples that are so doubled I keep them because they are extreme DDD of course there's no value on these .There was an article on the 99 Jefferson how there;s so much die errosion on that particular date in Coin World about two years ago.
