On second look, it appears to be one of them steel souvenir cent!

It appears there are bits of copper color showing through where the plating has flaked/corroded away. Weight will confirm (about 3.1 grams for normal 95% copper cent, 2.7 grams for zinc-plated steel cent), but pretty definite it's just a plated copper cent.

Sorry guys it took so long for me to get back to ya'll life kept getting in the way..lol anyways it weighs 2.7. I know it is in bad condition but it weighs the proper weight and it jumps to a magnet. and since only 12 known wouldn't that make it valuable? O and hey, Thanks for the welcome to the site. The problem is that the Chinese have been making a lot of these as fakes for a number of years...I own one I bought when researching fakes.
I don't doubt one could be bought right now online at the right (wrong?)place. Take a fake, weather it like this, and its sure to raise some eyebrows.
While obviously I cannot say with 100% certainty yours is a Chinese fake that has been weathered, this is almost assuredly what you have.

 I would also lean towards fake. Date does not look correct, the 4's especially look off, and appear to differ in size from one another.

Maybe a soak in 100% pure acetone might help,do not use standard nail polish remover. John1
