I came across this 1991 penny, and it's shiny gold with no wear or tarnish. Very different than the copper colored pennies. Can anyone help to determine what it is made of?

Given the photos posted, I'd say the coin was plated--certainly not a part of the official minting process.

I have a 1998 Penny same thing. I believe from what I've found your Penny may of been part of a high school science project as mine was. You tube turning pennies to gold

I agree with the plated hypothesis.
