I recently starting collecting and bought a 2012 Presidential dollar proof set online. When I received it I noticed some odd "scratches" on the face of Benjamin Harrison. Has anyone seen anything like this?

If it is on the coin, then it is most likely just tarnishing.

Almost reminds me of a fingerprint. Maybe one of the mint control guys did not wear his gloves.

You can either return it or pop open the case and replace it with a good coin. You can probably find one for a couple of bucks shipped.

My opinion: When they process this coin, another one hit or press on reed. the lines meet the reed of the coin. How happened? hard to say. Seem a mint damage.
