Would need pictures to verify but from your description,
It would be as John1 stated, a vise job.
There is no way a dime could overprint a cent during the
striking of the coin. Value= 1 cent

Eager to see photos. Almost certainly an intentional vise job. Is the image of the dime (as it shows on the cent) reversed?

More than likely the devices are mirror on the coin. (A sure sign of a coin transfer on to another coin)
