@shane, most likely the surface toning is die to environmental or perhaps chemical exposure. It looks to me like along the rim you can see small nicks where fresh, "shiny" metal is now exposed.

There is a coating on the coin. Note how the original color is showing through where the coating was worn off? Not a mint error. More of a metal detector coin. Note how dull the coin looks? Another clue something is coating the coin:
