Sure does look like it is a rim Cud. This coin also has the Reverse of 1968, listed as FS-901.

I think it is a Cud, though a very, very minor one. Nice catch!

a couple coin hunters. Thank you both for comments.

I almost past on it thinking just damaged. Sometimes I go pretty fast scoping. There's not to many Cuds listed for 1970.

In order for it to be a rim Cud, it would have to be taller than the rim.

Why would it be taller than the rim. If a void developed on the gutter area on the die:
1970-D-Roosevelt-Rim-Cud-Obv.
Note the simulation on the lower left? That breakaway void will be filled in with the planchet material and would be taller than the rim. The rim is normal height on your coin. So it is probably a contact mark on that area or part of a titled die issue and may have had a fin at one time. Now the fin is gone and the premium is also gone for this.
