Probably a grease build up with other fine debris that gradually filled the area of the die and was packed in tight in that area enough to produce a missing number. Commonly referred to a " Grease Filled Die".
Imagine your boot treads as you walked through the thick clay mud. Eventually the footprints you left would have less detail than your boots would have left without the mud packed in them.
