Nice one.
It looks to be struck through a late-stage die cap.
The metal cap over the obverse die has struck enough planchets that the die has almost worked its way through the metal allowing the obverse details to start to show up again.

No die doubling on this one. That is just the effect of the die cap, distorting the details as it "ages".

EDIT: I forgot to add that with the weight being 2.54 it is a zinc planchet. From your images, it looks like it may be 1982.

Possible slight movement of the deteriorating die cap. Can rotate while on the die.

This is indeed a case of raised doubling associated with a capped die strike. It's a relatively rare phenomenon that is not necessarily associated with a shifted die cap. Even when it co-occurs with a shifted cap strike, raised capped die doubling will show much less displacement and will often be in a different direction. I see no evidence that this particular die cap shifted before the strike. Its cause is unclear. It may be what Machine Doubling looks like when transferred through a die cap.
