As Bob L. has correctly indicated, this is an example of the famous "bull & horseman" billon jital from northern historical India (including parts of Pakistan and Afghanistan). Millions of these were made, generally between 900-1300 AD, by numerous rulers, in dozens of varieties. It is often difficult to determine the variety. In addition to the excellent article already cited, here are a couple of other good sources of information.

With the coin in hand it might be possible for you to determine the variety, or maybe one of our members can help with the variety. Your example has a good amount of writing visible above the bull.

The diameter is 14mm

Weight is between 3 and 4 grams sorry only have the wifes kitchen scales in grams

The Tye download above is not the whole catalogue, only the quick ID section. Useful, but not enough for full attribution. I'm surprised there has never been an updated edition or a reprint.

There are many varieties. Out-of-focus photos are of little use, unfortunately.
