Not an error, it's damage. ( PMD)
Doesn't really matter how it happened,
it couldn't have been struck that way.

Or it could be a split in the plating that was in a acid bath. The zinc dissolved on that area of the coin. Not a mint error, how ever it happened. On a mint error, we can describe what happened during the striking process. On this coin, we have to guess it happened post strike. Jut a damaged coin.
