This is definitely not an area where I have any expertise, but I don't believe any authentic California gold coins have a bear in the design. My suspicion is this is a token, either brass or gold plated, though a few were actually made of gold. A picture of the other side along with weight and diameter would help...

I've fixed the top picture for you.

Large numbers of replica/fantasy "California gold coins" were made in the 1960s. Some were made of 8k or 12k gold; most contain no gold at all. The way the high points on this piece have turned brown, I would assume this one is in the "no gold at all" category.
