Looks like the singles squeeze process was starting out at that time. So the locations are in the central areas of the devices. Not on the outside edges. Wexler has a few listing of both areas being affected: 1996: http://doubleddie.com/446833.html 1996-D http://doubleddie.com/728334.html So it appears that the Philly mint had both and the Denver had only the DDR's with the single squeeze locations. Thus this must have been part of the change over years for cents. (No specific date listed for the change over) So the change over may have gradual. Different for different denomination and different locations. The use of the older dies and the new designs may have taken some time?
