This quarter has something on the obverse to the right of Liberty on the neck. It may be die chip or gouge or a combination of the two.
Since I am a newbie I would appreciate some input on this.

This looks like a contact mark from the reeded edge of another coin. It made contact and left this small area of damage. It could have happened any time after the coin was struck.

I agree, it has just taken a hit from the edge of another coin.

I agree as well. Post mint damage, most likely caused by contact with another coin.
