Is it safe to say this is a DDR and not Machine Doubling?

Well it is not Machine Doubling and it is not a DDR. That is called split plating on the coin. It will show gray color where the zinc is exposed. This often happens more often on UNITED, but is not a premium for the coin. Just a spender.
