Does anyone know what type of error this might be. The second T in State is missing a piece and it seems to be just above where it should be. Thank you

Guessing the metal was just pushed up by a circulation hit.

I agree, Just taken a hit moving the metal of the coin causing damage.
Not an error as there is no way for that to happen during the striking of the coin.

Thanks, I guess these really old coins can have more issues. The M in UNUM seems a bit off too.

Yes looks that way to me too. Perhaps the hit that moved this metal also caused the dent on the other part of the letter T as wells as the damage to the bottom of the letter E. Here is a close-up of this region for folks not wanting to squint:

Note the denticals on that area? They get smaller in that area. So part of the die may have cracked and is being retained by the collar, thus the movement of that device.

Thank you for the replies. I am posting a picture of the obverse now as well. This is a graded coin in a yellow labeled slab from ANACS. It is graded F 15. Wouldn't grading services typically list this coin as damaged or would they miss such obvious details on the reverse.
