Looks like some sort of environmental damage. No matter what caused it, it is still PMD as that couldn't have happened during the striking of the coin.
Environmental damage. Rough surface probably from acidic exposure, maybe from being buried in soil. Maybe a metal detector find at some point. Bottomline: post mint damage ( PMD). Value: usually around 3 cents being the wholesale price for wheaties.
