Definitely a gouge, you can see the displaced metal.
There are also a couple of smaller gouges on the coin.

Note the wave of move metal on that area. That is Post strike damage. It is were a lamination it would be incuse into the fields. But your coin is showing a movement of metal, so it is damaged.
