From the small, single photo posted, I can tell very little. Full-up and sharp photos of the coin--obverse and reverse--might go a long way in determining what, if anything, is rare about the coin.

Looks like a common 1984 Lincoln Cent; still has some nice mint red but there is nothing rare about it. It looks like the "9" in 1984 might have taken a hit / damage after it left the mint.

As stated, please crop your photos, this will help increase the size.
Also explain why you think it is rare, from what I see, it is a regular 1954 cent.

It appears from your very small pic (after I zoomed in exponentially) that the motto IGWT is actually on top of the rim of the coin. Very interesting. Please do supply better closeup and cropped images of your Lincoln Cent.

From the picture, it appears to be what I have heard called a coin with a slightly tilted strike. This may or may not be correct.
