What would cause a new 2021 quarter to do this? Sending pics. I've seen older coins with deterioration and the black marks of oxidation, but a new coin?

I know environmental issues can cause this, but on a new coin? It looks like a double cheek on his face? It's very odd? I got this as change the night before and was going thru my coins and just noticed this.

Always post obverse and reverse pics. Most likely a cup holder coin.

Yes, a po0st-strike issue--likely recent exposure to liquid-based environmental agents.

most likely got coffee or something on it possibly soda, the cheek has a stain making it look strange but just a stain, a spender.

I agree with all of the above. Some sort of environmental staining/toning/damage post mint on yes, even new coins. Who knows where it was to get this way before finding it's way to you, but it didn't leave the mint looking this way. Nothing in the minting process could produce this sort of damage.

I'd call this a cup holder coin. Stains from refreshment liquids.
