Without seeing the full coin, I'm speculating with relatively minor Die Deterioration Doubling.

Where are you seeing doubling? Also,if the coin is in a 2x2 it needs to be removed before taking photos.

The top of the E & O looks like die chips because of the ragged lines.
Words of encouragement are one of the major food groups.

Don't really see any DDO but I do see two die chips
and some Die Deterioration.

They all looked like them that year, proof and business strikes. The devices were pushing into the rim area because of an old "Master hub" that was swollen.
1968-D-DDO-Lincoln-Cent
On the 1969 cents they created a new, fresh master hub.
There was also an issue with a "Doubled Working Hub" issue that year that was creating many DDO's on the motto area:
1968-D-DDO-Lincoln-Cent
But these were showing a "Working Hub" on GOD and TRUST on several dies. So that year two issues on the cents.
