The devices were pushing into the rim area because of an old "Master hub" that was swollen. On the 1969 cents they created a new, fresh master hub. There was also an issue with a "Doubled Working Hub" issue that year that was creating many DDO's on the motto area: But these were showing a "Working Hub" on GOD and TRUST on several dies.
