I realize someone mentioned that they stopped punching quarters in early 1990, but it sure looks like doubling on the MM and "In God We Trust"?

Tried to get a close up, but not sure if it's going to come out? Having problems with lighting...

Given the photos posted, I'm thinking a good example of Machine Doubling. Others will be along to comment.

Or, a shift to the right? I'm still looking and reading! I'm thinking a shift to the right, as mentioned in coop's Machine Doubling reference?

Looks like more of a die wear issue of an aging die. Note the listings for quarters dropped off in the later part of the 1980's On Variety Vista:

Just a few for the 1990's on the Proof quarters.

Wexler's listings only show 2 year listings for quarter DDO for the 1990's:

Not sure of the year when the dies were changed over the single squeeze dies. But pretty much they are duds for that decade.

As for the die wear, that die wear on the edges of the devices gets worse as the die are pushed beyond their limits. On the most affected on, it get much worse:
