It's an 1895-O ; Too bad , it would have been a little better if the hole was between States and Of to where it is now .

Fortunately or otherwise, I have a handful of punched coins like this. Most random on the location of the hole, though. Would not hang correctly from that position. JMT

If someone was collecting contemporary holed Barber dimes, that would be a tough hole to fill! It looks like it got a lot of circulation after it was holed.
