Is this doubling above his head? It looks like he has extra hairs at the top.

Agree, appears to be Die Deterioration Doubling. Shows up a tad on the date (9 and 3) and the mint mark, too. Is that split plating beginning to merge on the mint mark?

DDD is seen on the area between a device/design that show on the fields next to devices in the direction of the closest rim.
Also you could be seeing Machine Doubling that does affect the design with a removal of the devices on that area. If so you might see it in the same direction on the tops of the motto devices and date and Liberty. (Just can't tell from the images provided. But neither has a premium. Die aging and a loose machine creates these on the devices. Not a doubled die. (I know you didn't ask, but you may have wondered that?)
