1832 Large Cent - Large Letters Over Small Letters?

I have an 1832 large cent, looks to be EF40 and Newcomb 3; wondering about the Reverse, looks like large letters over small letters. I've never seen this before. Any ideas? Which letters specifically are you seeing this with this phenomenon? Thx.
