Looks like a possible struck through error on the obverse. No push out on the reverse. So I feel this is a mint error. Nice coin example. Show some coin wear that removed the LIBERTY from the headband. Looks like the die was polished because of the weakness of the eye area. Looks like a normal die coin that had the struck through issue during the strike.

This looks like PMD to me. There is displaced metal above the coin's original surface around the rim of the hole. no mint error will produce displaced metal. Worth about 50 cents.
