Wexler lists 3 RPM's for 1982 D cents and all three have that piece missing from the bottom of the vertical on the D.

I think that means they most likely used a punch with damage for at least part of that year.

I believe this is due to a damaged mintmark punch as well.

I agree with all of the above, a damaged mintmark. Not a rpm, no premium above face.
