That is called Split Plating. Happens all of the time on the Zincolns.

If it appear on the left side of the coin, but on the side facing the rim, it is Die Deteriortion Doubling.

I don't see split plating as the issue here. Appears to be DDD as pointed out.

Are the lines all across the coin plating blisters or polishing lines?

I am assuming that DDD does not add value to the coin and is more like a mistake than an anomaly...correct or no?
