@rob, it doesn't protrude that far above the coin field. Have you tried to depress it with the tip of a wooden toothpick already? My guess is that it won't depress and you most likely have a die gouge, but I'm not positive on this one.

It could be part of a die clash that was not removed on that area. (part of Liberty) If a slight rotation of of the obverse die, it may have left this mark?
