Looks like damage to the coin on the rim and the devices sizes are telling me the die was over polishing making the devices smaller in size. I see not extra 'D' from the images provided. On a RPM you will see evidence to two or more punches on the mintmark:

Note the two punches on the die? Note also that devices are enlarged in size?

In order for this to be a RPM, it need to show separate punches on the mintmark area. Machine Doubling and coin damage does not make it a RPM. Even enlarging without showing multiple punches doesn't make it a RPM:

The punches on this die don't show multiple punches, thus the enlarging does not make it a RPM.

Agree, rim damage and perhaps a broken post chip in the MM.

That's not a clip , just a bad rim bump . MM looks normal .

Agree with post-strike rim damage. Yes, possible broken post with the mint mark. Not really clear given the images posted.
