Any one seen anything like this the error is on the same half of the penny both sides and it didn't rotate 180 to stamp heads opposite tails so they show up one right side the other up side down almost it's about 20 degrees off ish

Struck on a partially split or laminated planchet. Quite nice, you don't see many of those.

I would say struck on a partially split planchet. The area on the obverse below the queen delaminated and came off prior to striking.

4 minutes too late.
