. Your coin suffers from environmental damage, not an error. Maybe a once buried coin.

Agree with the above, the result of exposure to environmental agents. Not a mint error. I've gone through thousands and thousands of quarters over the years and come across similar looking coins now and then--no matter the year or mint.

Don't forget that it is only an error if it happens during the actual striking of the coin and
there is nothing there that would happen at that time.
Anything that happens to the coin after it is ejected from the striking chamber is damage.
