I soaked this in acetone for a full day and it still has the "green" around the edge of the what I think is lamination? The rest of the coin is a browny except for that area!

I would say it was glued to something at some point and even if you got the glue off, it has a different color than the rest of the coin in that area. I see no evidence of a lam.

Yes @make nailed it. The glue protected the copper from toning so it is nice and shiny while the remains parts of the coin have toned.
