Given the single photo posted (a little too contrasty), it appears there may be a couple hits involved--early circulation or handling hits. Photos--two or three large and sharp images taken at different angles may tell us more. Thanks.

In answer to your question, I would have to say no, given the quality of the photo provided.
WE usually like to see a full coin image (both obverse and reverse) then a nice clear close-up of the suspected problem area. [all photos to be provided showing up is the correct orientation.] (not rotated 90 degrees)
