Seems like an error but I can't really tell, not to sure of the errors in 1907. Hard to find out. Also, with y'all the better professionals are the obverse and reverse correct? Looks weird, maybe I'm half awake. Shouldn't the ring be opposite if that coin is turned around?

Not an error - perhaps the reverse was struck with a blunt object incorporating an upset circular rim.

Yes this coin is damaged. That are shaped depression came from high loads—perhaps this cent was used to balance out a table/chair leg at one point.

Yes better to pass on this one save the $8.99 overcharge. Despite it being well over 100 years old, I can't imagine the numismatic value is much above face.
