I think what you are seeing is split plating doubling. I'm not to versed with this issue on US coins but you can see the exposed zinc around the devices.

It is Split Plate Doubling. Not considered an error and no premium.

In fact the coin is already breaking down when the zinc is exposed to oxygen. (gray color is the zinc showing)
