wrong planchet? maybe improperly annealed? Maybe both and then some? Without knowing what to label tjis gem, it's difficult to search. Thanks in advance.

Just looks like badly corroded dime which accounts for the slight underweight.
Not an error of any sort.

heavily corroded. The nickel layer has completely worn off and the corrosion is now working on the copper. You can still see traces of the original nickel layer.

Just seems odd to have deteriorate that much when the late die state evidence appears so defined.

It is similar to an acid dipped coin, everything everything corrodes or etches away equally so no
matter how much is etched away, there will always be some of the devices showing.

I've seen many clad coins like this which have spent much time submerged in a fountain, or pond--then 'washed off'. Certainly not a mint error.

I agree, this rough surface is due to some sort of acid, beit liquid or soil. Definitely no numismatic value.
