To me it looks like a D/D tilted but not sure if it is just wear.

It is a RPM. Looks similar to 1951D-1MM-005 or 035. Not sure if it is listed or a minor one. But it is a RPM.

Wear, no matter what kind, will not put splits in the serifs of a mintmark. If there are splits, it's an RPM.

005 - don't have a pic
035 - mine doesn't have the die scratch on reverse

Sorry, That should have been 007 instead of 005. Which there is no image of also. But 007 is a D/D/D. And yours just looks tilted. The 007 has a tilt and an East. So it can't be 007 either. So it may be a minor unlisted one?
