Depends. If it is raised it could be stick residue from tape, or damage to the die. If incuse, then the coin could have been altered.

Probably a good case of Pareidolia setting in . Try a soak in acetone to see if anything will come off.

Most likely it was struck through a small lump of gritty grease.

It looks like Mr. Lincoln tried to put his hair up in a bun..

It looks like some type of dried up residue to me as well, how about soaking it in Acetone for awhile and see if it dissolves.

I'm going with a lamination. It is on a unc coin. It hasn't seen any circulation to peel up or off yet.

Ding! Ding! Ding! You are the man!. I went ahead and scratched it with my fingernail to see if it was raised or recessed and it was grease or at least that is what it seemed to be when I rubbed it between my fingers. It was in a pristine roll of 1953-s Lincolns. Could that have been grease from the mint? I often hear Grease Filled Die when a date or letters doesn't look full. Just asking? I also have a mintmark problem on the same coin . It's posted on the forum somewhere
