Your '64 cent looks like many, many other '64 cents. The coin's design in the early to mid 1960s was getting rather soft and the dies--through heavy use--were beginning to wear out. As a result, the IGWT lettering appears closer to the rim than one might expect. Try a google image search for ' Lincoln Cent 1964' and check the images.

Value is one cent.

The master hub was swelling and was replaced in 1969. The 1968 cents were the last year with that very old master hub:

When you look at the two different dates, note the location of the devices and size of the busts are different. It was changed in 1969 and again in 1982 during the part year. They created a new master hub that year, so there was a year variety that year of a large and small date.
