This coin does not show Blakeley Effect on opposite diameter of either clip. In addition, blank clips usually display raised rims at the end of the clips, - I don't see this effect in these pictures.
That leaves me to consider they may be deliberate fake clips (of the coin, not the blank), after the coin was put into circulation.
The rims opposite the clips should have a flattened area, like this example: 1907 V nickel Curved Clip W/Nice Blakesley Effect http://goccf.com/t/385016
