TPG AU55 all day long.

This is a later die state IMO since the crack has developed which connects the die rust lump below the serif of the E in UNITED to the die rust lumps on the left wreath stem directly adjacent.
I would have to consult Manley when I get home, but this looks like a 4.0 die state if I had to guess (I don't see the crumbling above LIBE associated with 3.0 but the holder is in the way)

PCGS called it MS(61)! There seems to be some luster in the pictures, albeit not much, but I am not an expert in early copper.

I was at MS62BN see that PCGS went MS61, won't quibble, it's got a lot of luster left and nice surfaces which can be hard to find these days. So many of the (lower) high grade coppers have been messed with in attempt to "improve them" it's nice to see original coins like this.
