That's a circulation hit on the mint mark. What's going on with the top of Lincoln's head--hint of die crack? May need closer-in, sharp photo of that area.

In what year did RPMs stop? Across mint mark and top of head looks like scratches on the coin.

No more RPMs after 1990. Just a coin scratch from circulation wear. If the mintmarks are doubled after 1990 they would be a doubled die. But this is not the case for this coin. Just a damaged coin from a normal die.

Looks like a scratch and circulation damage to me as well.
